This paper explores a new model for the digital design of intangible cultural heritage (ICH) Cloud Collar within the framework of qualia theory, aiming to address the issues of audience attrition and generational discontinuities caused by traditional static display methods. Through research methods such as user personas, empathy maps, and stakeholder maps, the study analyzes the current state of Cloud Collar ICH dissemination and its associated challenges. Based on qualia theory, a virtual reality (VR) interactive design model is proposed, encompassing four levels of experience: sensory, behavioral, emotional, and reflective, thereby reconstructing how audiences engage with Cloud Collar culture. This research provides designers with a qualia-driven design approach that emphasizes experiential depth, culminating in developing "Fabcloud," a digital VR interactive design system for Cloud Collar. The study demonstrates that approaching digital design for ICH from the perspective of qualia by recreating Cloud Collar craftsmanship and offering immersive experiences can offer novel insights and methodologies for the digital preservation and innovation of ICH.
