The pursuit of optimizing natural resource use through circular economy models is driven by actions such as reducing, reusing, recovering, and recycling raw materials and energy. The State Environmental System of Minas Gerais, through the State Secretariat for the Environment (Semad), promotes waste management in the state by developing projects, programs, and research that inform the adopted laws related to the circular economy. Reverse logistics, through initiatives focused on products, packaging, and other waste, enables these materials to return to the manufacturer, who is responsible for managing their final destination. Semad published COPAM Normative Deliberation Nº. 249/2024, which regulates the application of reverse logistics in various sectors. This regulation requires linkage to the Bolsa Reciclagem program, which includes registered associations and cooperatives, as well as individual waste pickers or those organized in yet-unregistered entities. For packaging destined from January 1, 2025, the implemented systems will monitor compliance with targets, provided that 70% of the recovery is conducted by waste pickers or their organizations. This study aims to analyse the process and negotiations among representatives of the Public Authorities of Minas Gerais leading up to the publication of Deliberation 249/2024, as well as the actions carried out between 2024 and 2025.
