Discussion

Analysis shows significant poverty reduction linked to digitalization in underdeveloped provinces, highlighting human capital's role.

Digitalization significantly reduces poverty once the Human Development Index exceeds a threshold of 65.
Spatial econometrics analysis reveals significant poverty spillovers across contiguous provinces (ρ=0.22; p < 0.01).
Fixed-effects panel regression indicates an inverse association between the Human Development Index and poverty.
The phased strategy emphasizes human capital as essential for efficient digital integration and inclusive development.

Wurarah et al. (2025) studied this question.
