The article thoroughly reveals the conceptual and theoretical foundations and applied aspects of building a pragmatic model of green recovery of the regions of Ukraine in the context of post-war transformation and global environmental challenges. In the context of post-war recovery, escalating climate risks and the need to transition to sustainable development, the feasibility of introducing a green economy model as an effective tool for achieving systemic transformation of regional development is substantiated. This approach is considered not only as a response to environmental threats, but also as a strategy for long-term economic stability, energy independence and social cohesion. The proposed model of green recovery has a multidimensional architecture that includes synergistic, public, energy, agricultural and integrated approaches. Its main goal is to combine the efforts of the state, business, civil society and the scientific community to form an environmentally balanced regional policy. In this context, the important role of state policy is outlined, which should be adaptive, innovative and focused on long-term effects. Special emphasis is placed on the importance of developing environmental education and culture, supporting local initiatives, introducing eco-technologies, modernizing infrastructure, and creating a favorable investment climate through the use of green financial instruments, including green bonds, sustainable development funds, etc. An important component of the study is the cluster analysis of the regions of Ukraine, which allowed identifying their environmental, resource, and socio-economic features, determining the potential for environmental transformation, and formulating strategies in accordance with local conditions. The results obtained allow identifying development priorities at the regional level and formulating approaches to integrating environmental aspects into planning and management processes. The article also emphasizes the importance of the principle of “Build back better” as the basis for a new paradigm for the recovery of Ukraine, which is focused on economic growth in compliance with the principles of environmental safety, social justice, and technological innovation. The proposed model can serve as a guide for the development of regional strategies that combine economic growth, social cohesion and environmental sustainability, which is extremely relevant for modern Ukraine on the path to a sustainable future.
