Analysis reveals the role of information and communication technologies in shaping public opinion, highlighting the implications for social networks.
One of the main priorities of Ukraine is the desire to build an information society oriented to the interests of people, open to everybody and aimed at development, in which everyone could create and accumulate information and knowledge, have free access to them, use and exchange them, in order to give the opportunity for everybody to fully realize his potential, contributing to social and personal development and increasing the quality of life. Ukraine has its own history of the development of the basic principles of the information society: the world-famous school of cybernetics; formation of concepts and programs of informatization in the early 90s of the last century; creation of various information and communication technologies (ICT) and national information and analytical systems of various levels and purposes. During this time, certain legal principles for building an information society have been formed: a number ofnormative legal acts have been adopted, which, in particular, regulate public relations regarding the creation of information electronic resources, the protection of intellectual property rights to these resources, the introduction of electronic document management, and the protection of information. Training is underway and there are already a significant number of highly qualified specialists in the fields of information and communication technologies; mathematics, cybernetics; the park of computer equipment, modern systems and means of telecommunications, communication are constantly increasing and being renewed; the degree of informatization of the banking sector is high. These and other prerequisites give grounds to believe that the domestic ICT market is in a state of active formation and under certain conditions can become the foundation for the development of the information society in Ukraine. The main task of the development of the information society in Ukraine is to help all people on the basis of the wide use of modem ICT opportunities to create information and knowledge, use and exchange them, produce goods and provide services, fully realizing their potential, increasing the quality of their lives and contributing to the sustainable development of the country based of the goals and principles announced by the United Nations, the Declaration of Principles and the Action Plan developed at the world high-level meetings on the information society.
